The unified group of National Civil Aviation Communication Network
Incorporate is mainly the concentration of communication network companies
which belong to air traffic management system. On the basis of ensuring
safety communication, it is aimed at deploying network resource sufficiently

The unified group of National Civil Aviation Communication Network
Incorporate was established under the support of ATMB of CAAC on
28th, May, in Beijing. It is made up of Aerotelenet Co., Ltd, Civil
Aviation Northwest ATMB Communication Network Company, Xinjiang
Civil Aviation Communication Network Company, Chengdu Southeast
Civil Aviation Communication Network Co., Ltd, Shenyang Civil Aviation
Northeast Communication Network Co., Ltd, Shanghai Civil Aviation
East-China Communication Network Development Co., Ltd, as well as
Beijing ATM Information Communication Technology Development Co.,
Ltd and Middle South ATMB Information Service Center. Its council
is composed of chairman and general managers of each company, in
which Lvxiaoping, the deputy director of ATMB of CAAC, is designed
as president of the council, Lichaoyang, the manager of communication
department of ATMB of CAAC, is designed as Secretary General. The
unified group is managed by the council.
Network introduction
The major services of National Civil Aviation Communication Network
Incorporate unified group are based on civil aviation air traffic
management communication dedicated network, it mainly has civil
aviation message switching network, civil aviation X.25 data packet
switching network, civil aviation frame relay data network and civil
aviation C-band satellite TES and PES network. It supplies the services
of communication and project construction for each civil aviation
air traffic management department, airlines and the independent
users of domestic and abroad. The large automatic message switching
system of Aerotelenet Co., Ltd. is the Network Control Center of
civil aviation message switching network. It is composed of the
large automatic message switching system that is located in the
unified group members’ place, the automatic message switching system
that is located in part of provincial bureaus and the aviation stations,
as well as related relay terminal users. It offers the information
services for airlines, control center, meteorological center, and
information center. Meanwhile, the automatic message switching system
of Aerotelenet Co., Ltd. is also the telegraph transferring center
for ICAO in Asia. It is connected with the foreign automatic message
switch system such as SITA, Russia, Mongolia, North Korea, South
Korea, Tokyo, Nepal, Thailand, and Karachi, etc.
The topology of civil aviation X.25 data packet switching network
and civil aviation frame relay data network is basically layer star
architecture. The central equipment of Aerotelenet Co., Ltd. and
the equipments of other members of unified group are the backbone
nodes, They connect with each other in an uncompleted mesh network
way. The equipments of other members of unified group connect with
the equipments of aviation station in the star network construction.
With ground dedicated line and satellite circuit, it forms the trunk
circuit which air and ground are as alternate with each other. Currently,
the network is covered to each civil aviation management bureau,
provincial bureau and aviation station.
Civil aviation satellite communication network has C-band 36 MHz
frequency bandwidth resource which is located in Sino NO.1 communication
satellite. It uses the products of TES, PES, and UMOD9000 of Hughes
Inc. Network control station deploy primary standby and non-local
standby in a combined way. The primary network control station is
located in Beijing which provide network management and control.
The standby one is located in Guangzhou which provide the emergency
service. The whole country has totally 250 different kinds of TES
and PES remote stations which are covered all civil aviation airports
and part of navigation stations.
